ambient occusion setting is SSBC. and useing SMAA for Antialising. god rays - off- not a fan of how it looks. fur - off - makes a perfomance hit on my GPU. trees relief -off. in advanced settings. triple buffer - off. Vsync mode - normal. game looks fine to me and plays stutter free on my rig with zero crashes.
Stuttering: The single most important thing to alleviate the game's infamous stuttering is the gpumaxbufferedframes setting in the gamerprofile.xml file, found in documents/my games/far cry 4/ (random looking string) folder. Open the file in a text editor, and change the "0" that parameter is set to to "1".

You can set the graphics to low in game and then make some changes to the .ini files, for which I'd recommend you google for a FC4 graphics tweaking guide but honestly.. Your're gonna have a bad time. Just put that game on the backlog until you get a better PC and then play it in it's fully patched up and Find "UbisoftConnect.exe" in your Uplay install folder and open the launcher with the exe, then click on the three lines in the top left corner and under "General" uncheck "Enable in-game overlay for supported games". You have to exit and restart the game for this setting to apply.

Can't be a slow HDD since all new laptops don't come with HDD's since like 2015, SSD is the standard, also throttling can't cause this much lag on an RTX2070 super on Far Cry 4 unless he clogged his vents with bee wax, either way must be some driver, DP/HDMI cable problems or he bought a pre-used mined to the ground laptop/ caught a bitminer virus. Far cry 4 runs on ultra setting with no laggy. but problem is one, dark scene somewhere at cave, home near river etc i never saw these problem in Far cry 3, Tomb raider black box, mortal kombat x , GTA V. its first time
I was wondering what settings hit your FPS the most. I'm currently playing on ultra, getting between 30-60 FPS. I'd love to get 45-60 FPS constantly.
